Talented persons are the most valuable resources in the world now. In the health field, which is advertised as a knowledge-based area, the talent resources, especially the advanced medical talent resources, is a symbol of the integrated strength and a key of competitive advantage for medical and health institutions. In response to Ministry of Health’s development goals, which Claim that" bring up a large number of medical outstanding talent who have international competitiveness;train a group of highly skilled talent who are professional and technical backbone", Tianjin Health Bureau introduced a series of important policy documents to improve the health care personnel’s status quo in evaluation, selection, hiring, training and liquidity, and to build a harmonious and healthy health care system.The construction of advanced medical talent’s competency model, using literature, expert consultation, questionnaire survey,statistical analysis and other research methods, based on the analysis of status of Tianjin Medical personnel selection,explores competency the advanced medical talent should have, builds a scientific and rational, fair and impartial personnel evaluation system, and gives suggestions for promoting related work.In detail, this paper mainly discusses the following:First, conduct literature review of relevant research, including the summarizing and analyzing of advanced medical personnel, medical personnel capacity evaluation method, the medical personnel selection research, competency model theory and so on, provide a theoretical basis for the construction of advanced medical talent’s competency model. Secondly, conduct status quo analysis of Tianjin advanced medical talent, through expert interviews and policy interpretation investigate the status quo of Tianjin advanced medical personnel selection, provide a realistic basis for the construction of advanced medical talent’s competency model.Subsequently, build advanced medical talent’s competency model, determine the prototype of competency model through literature text analysis, amend the prototype of competency model through according to expert opinion. And then collect information through questionnaire survey, verify and analyze competency elements, using correlation analysis and other statistical analysis methods; simultaneously, determine the factor weights using the analytic hierarchy process, build advanced medical talent’s competency model which contains the weights. Finally, based on statistical analysis, give suggestions on how to promote related work.The competency model reflects the qualities and abilities comprehensively and systematically that the advanced medical talent should have, has a certain innovation in picking of research subjects and using of research methods. At the same time, the analysis of the status quo and suggestions, also provides a basis for the targeted solution of practical problems to the relevant departments.
