With Chinese medical and health causes'continuous development and the reform public hospitals being further promoted, the medical service market becomes more competitive and the level of people'service demand continually rise, then all hospitals are facing the same condition in which opportunities and challenges coexist. Under the new situation, every researcher and practitioner in the hospital management field has to solve an important problem that how to win survival and development. Among medical cadres, hospital administrative staffs are a backbone which assures a hospital operates efficiently and orderly, accordingly, they play an irreplaceable role for the hospital'construction and development. Only by building a high-quality executive management team, should hospitals gain strong support and protection to enhance their core competitive advantage and provide high-quality health care services. This study attempts to construct a competency model for hospital administrative staffs by empirical research method, and accordingly defines the corresponding personnel assessment methods, which aims to provide a reference for the scientific selection and evaluation of hospital executive management team.This study introduces tentatively competency into the hospital administrative staffs management, so adopts the classical method of competency modeling----Behavioral Event Interview and carries out a series of interview with 20 hospital administrative staffs. Through statistical analysis of interview data, the author constructs a competency model for hospital administrative staffs, and defines the corresponding personnel assessment method for each competency based on the analysis of its grades and standards. The main conclusions are as follows:(1) Through literature studies and experts discussion, the author compiles a hospital administrative staff competency dictionary. The dictionary includes 40 competencies, which points out clearly each competency'definition, assessment grades, behavior description.(2) According to behavioral event interview data, through length analysis, reliability analysis and differences test, the average level scores and the highest rating scores of the competencies can distinguish the hospital administrative staffs whose performance is excellent from the general ones.(3) The hospital administrative staff competency model consists of 13 competencies, including professional skills, achievement orientation, learning ability, sense of service, integrity, team leader, influence ability, innovation, flexibility, communication and coordination skills, human understanding, problem solving ability and conflict management ability.(4) Different competency should match an appropriate assessment method. Sense of service, team leader, influence ability and communication and coordination skills can be evaluated by group discussion without an leader; Learning ability, flexibility and problem solving ability can be evaluated by the basket test; Professional skills, integrity, human understanding and conflict management ability can be evaluated by structured interview; Achievement orientation and innovation can be evaluated by psychological tests;...
