Research On Training Model Of Military Medical Talent For Joint Logistics

The reform aiming at"integration of three service support, compatibility of military with civil support, combination of support in peacetime and war time"is important act of conformance to the trend of new military reform, implementation of the historical missions of Chinese PLA in new phase, and comprehensively building of modern logistics, inevitable choice of reinforcing the building of information, and enhancing the ability of integrated joint operational support also. As the capital way of military medical talent training, personnel of military medical universities should positively face the new matter, question, and challenge brought by the logistic reform, explore the solution of talent training, in order to provide the academic groundworks in training considerable new pattern military medical personnel for the need of joint health service support of the armed forces. Guided by new military strategetic guideline and innovative educational theory, the relative concepts and theories, actualities and trends of domestic and abroad on military training model, influence and requirement of joint logistics and its main enviromental factors on military medical talent training, and solutions and advices that should be taken, were lucubrated systematically, with qualitative and quantitative method of focus group discussion, expert in-depth interview, questionnaire survey, profile analysis, canonical correlation analysis, synthetical grade, etc.Serveral new concepts were proposed and interpreted, such as joint logistic military medical talent, especial logistic military medical talent, joint logistic military medical personnel etc. Serveral theories were put forward, such as especial logistic military medical talent is one part of joint logistic military medical talent, military personnel of joint logistic shall enhance the cross-cultural and strategic education and training, joint lotistic military medical talent shalln't be conscribed from civil and trained emergently just before battle, training on joint logistic military medical talent can't be equal to the emergent training on medical talent , etc.The main findings from the actualities and trends of domestic and abroad are on the following. First, training model of military medical talent was being constructed adapted for their joint logistic system at abroad. Miltary medical talent of joint logistic are trained mainly by education of academic degree. Joint logistic military medical talent are tarined by academic degree education or connected with post edcuation, that are taken in military joint medical universities, in the foreign countries such as the US, Russia, Japan, France, India, etc. In addition, military medical talent of joint logistic in the country of UK and Germany, are trained by the post education of the complementary contents relying on the high medical academic degree education in civil, such as military, military medicine, etc. Corps military medical talent of Naval and airforce is trained mainly by post education. Except few countries such as Russia and China, especial or corps military medical talent is trained by the model of post education in most countries such as the US, UK, Japan, India, etc. Second, training model of military medical talent adapted to the joint logistic has not being constructed in the PLA of China. There are some questions that combing training conception is lacking, training objective can only matches the medical support of tradditional linear battle, training content lacks military medicine of armed forces and relative content of joint logistic, training process is parallel for the military medical talent of armed forces is trained by academic degree education of Army, Naval and Airforce respectively,organic join is lacked between academic degree education and post education, training resource is difficult to shared for training organization of armed forces each goes his own way, etc.The main findings from the requirement analysis and demonstrated study are as the following. Training conception of joint logistic aiming at skill and attitude shall be established. Training objective shall be aiming at the talent of whole-function required by integrative support of the three services. Military medcial curriculum of Naval and Airforce and relative curriculum of joint logistic shall be added to the curriculum system based on the surgeon training content of five-years system in military medcial universites, aiming at the requirement on the military medical knowledge, skill and attitude for joint logistc of armed forces. Training system and mechanism on integration of armed forces, compatibility of military with civil, and combination of peacetime and wartime shall be established, and the actuality that the military medical talent training process of Army, Naval, and Airforce is paralle and each goes his own way, shall be innovated. Organic connection between academic degree education and post education should be set up that joint logistci military medical talent is trained by education of academic degree, and middle and high grade joint logistic and special logistic are trained by edcuaiton of post. The joint health service support of information battle couldn't fully depend on civil common medical personnel trained urgently joust before battle. They should be laid emphsiss upon the military post education on attitude of joint logistics, innovation and information.Synthetic integrative training model of military medical talent is constructed based on the whole emergence principle, which has some character as the following. Conception of synthetic integrative talent training shall be established. The traditional training objective matching the specialty strictly should be change to that can shift to fit close multi-job quickly with compound construction of knowledges, universal specialty skills, superior innovative capabilities, more information attitudes and definite strategic attitudes. Military medcial curriculum of Naval and Airforce and relative curriculum of joint logistic shall be added and the model of curriculum system design based on the requirement of knowledge, skill, and attitude of joint logistic military medical talent. Training system and mechanism of military medical talent are established with characters of integrative connection between academic degree education and post education, integrative combination among armed forces, integrative compatibility of bidirectional cultivation between military and civil talent, integrative amalgamation of talent type trained between technique and service, and integrative join between peactime and wartime, etc. Post educaiton is differentiated to military medical post educaiton of joint logistic and especial logistic. Modularized curriculim is designed according to the object and direction of talent training. Flexibility length of schooling central to Five-add-One shall be implemented.
