The medical care institutions of China are at the transition period from plan-based system to market-based system. They are facing not only an unprecedented system innovation but also all kinds of challenges, which will be brought by the opening policy after the entry of WTO. In the time of market full of fierce competition, Chinese hospitals need outstanding people and professional middle-level managers who are able to keep up with new development and competition trends like never before. Therefore, what criteria we should adopt to select hospital middle-level managers and how to train them have attracted more and more attention from hospital senior managers and human resources experts. Currently, most hospitals select their middle-level managers through competition lecture. Although some advancements, to some extent, have been made in the selection and skill development of hospital managers, yet we have a long way to go to reach completely satisfying results.This thesis based on the characteristic of the modern enterprise's Human Resources Management system, introduced "competency model", a leading theory in the field of Human Resources Management, and used this competency model into the selection of hospital A's middle-level managers. So, it has significant theoretical and practical meaning in bringing a new concept and a new method into Chinese hospital human resource management.This thesis combines positive research with the theoretical research. On the basis of theoretical research, this thesis reports on an empirical study of Hospital A's selection of middle-level managers, taking the selection of financial manager as an example.After the introduction of the research purposes as well as background, the present thesis reviews the related theories, and then it tried to draw out the competency model of hospital financial manager by behavior event interview (BEI) and questionnaire investigation, combining statistical analysis. After that, this thesis carries out a detailed explanation to the meaning of these key indexes which are closely related to outstanding performance and combined abstract definition with concrete behavior of every index, which has stronger actual using value. On the other hand, the thesis applied the competency model to the practical middle-level manager selection. The whole process of creating and applying the competency model have strong actual direction significance in intruding competency model theories into Chinese hospital and improving the level of hospital human resource management by competency-based human resource management practices.
