With the rapid development of economy, we are entering the automobile era. Due to the sharp increasing amount of social guarantee automobiles, it is common for ordinary families to pass through the expressway. At some high-traffic-flow tolls and when there is a traffic peak, it is common to see busy traffics and to some extent, a traffic jam, which does not coincide with the characteristics of the expressway, i.e., speedy and convenient. In addition, when there is a frequent traffic jam and parking, it brings severe auto-exhaust and noise pollution, which definitely affects the environment quality and our health. This problem also imposes high pressure to the government and also to the expressway management department. Therefore, how to improve the traffic speed at the toll and how to reduce the pollution becomes a significant research topic for the expressway management department. The technology of electronic toll collection (ETC) may effectively solve the current difficult position existed in expressway.This paper begins with the current situation at home and abroad, the author fully elaborates various key technology adopted by ETC system such as automatic vehicle identification technology, image capture recognition technology, and vehicle detection technology, as well as data check technology and so on theoretically. Through deep understanding of present situation of toll system adopted by Jiangxi Expressway, and with the principle of economic and practical, it proposes the ETC lane layout scheme of "special traffic lane, proposed barrier gate, mediated lane, controlled automobile speed" and software system structure based on C/S pattern, which suit the current toll system in Jiangxi province. Secondly, it focuses on comparing the single-disc ETC system with the two piece disc ETC system in the need analysis, and it proposes the mixed tolling technology suiting the actual situation of our province, meanwhile, it also describes system business requirement and function requirement in detail. In accord with need analysis, the author once again designs the framework of the system, processing flow of different software, as well as the data base and interface. Lastly, it arrives at a conclusion, and it also proposes some limitations and questions for further research.This system has already practically applied in the expressway in Jiangxi Province. With regard to automobile pass, it has a primary passing rate of over95%in ETC lane, which obtains good economic benefit and social benefit.
