During recent years, because of the rapid development of speedway, it's more and more obvious that the traditional manual way of traffic charge doesn't adapt to the operation and management of speedway any more, so the users have more and more urgent demands of Electronic Toll Collect (ETC) system. Along with the maturity of electronic and microwave technologies, Dedicated Short Range Communication Collect Equipments, which operates at 5.8GHz, Electronic Toll Collect has become the recognized mainstream field, and enlisted the support acknowledgement of many organizations such as ISO, CEN, international and regional standardization ARIB.This paper, analyses the main functions and operation parameters of the physical layer, the data link layer and the application layer of DSRC protocol, and the basic operation flow of DSRC protocol in ETC system combining with DSRC protocol data frame's envelop structure and it's flow process in ETC system. Referring to Europe DSRC protocol standard and some parts of national standard of China, this paper brings up the overall design scheme of ETC system: Implement the main functions of DSRC protocol of passive OBU with MCS-51 MCU and simulate the process of frame implemented with CPLD; implement main functions of DSRC protocol based on ARM platform and Linux OS and bring up the scheme to process the front end frame with FPGA connected with ARM by PCI bus.
