Study On Congestion Charging In Megacities

As an important measure of urban traffic demand management,congestion charging uses the price mechanism in economics to adjust and restrict the traffic demand.The theory and model in this field has been well researched abroad.In countries such as Singapore,England,Norway,the congestion charging policy has been implemented,and different degrees of effects have been achieved.However,domestic research mainly focuses on policy,model and rate.And research on congestion technology mainly concentrates in summary of existing foreign technology.Taking Beijing as an example,this paper analyzes the megalopolis demand for congestion charging by the SWOT method firstly.And then,it analyzes the basic solution(including charging object,charging area,charging mode,charging rate and payment mode),makes the Second ring road and its internal area as congestion charging area according to the characteristics of traffic and congestion distribution in Beijing,and gives some suggestion about charging object,charging mode,charging rate and payment mode.Finally,it expounds the main technical principle of congestion charging,contrasts the technical speciality and applicability,and selects Dedicated Short-Range Communication(DSRC)in technology solution according to characteristics of different technologies.After determining target,functions,architecture and business processes,this paper completes the design and implementation of the megalopolis congestion charging system based on the selected technology solution,including front-end identification system,communication system,management platform and information security system.In this paper the solution of megalopolis congestion charging is set up based on the national highway Electronic Toll Collection(ETC)system,and made full use of the existing ETC customer service system and on-board unit(OBU)to saving construction cost.Technologies in the solution have been proved to be feasible through years of application in our country's highway.Through the study on implementation of megalopolis congestion charging,this paper wants to take a certain application value to guide the implementation of the megalopolis congestion charging system.
