Earthquake is the most destructive disaster, featured with unexpectedness, large scale and great difficulties in relief. With the purpose to effectively and systematically make policies during earthquakes, and mitigate the disaster, one national and 31 provincial commanding system of earthquake emergency response is required to be set up. However, though having undergone10 years of development, the system is still not perfect compared with that of developed foreign countries. To complete the commanding system, especially that vacancy during the 48 hours after the quake, a quick evaluation module has to be constructed, so that disaster situation can be deduced and quick and effective policy can be made.The writer compares the status quo of the commanding system both in and out of China, and analyzes the short coming of the software and data base of our commanding system in China, so as to define the significance and necessity of quick evaluation of disasters. Integrity of quick evaluation of key projects, risk assessment and countermeasures are analyzed in the essay and the relatedness of disaster situation and seismic intensity. The writer follows the design and rule of the existing system, with the quick evaluation technique and methods of key projects like reservoir, dam, power station, communication system, hospital and schools, and constructed all the modules in quick assessment. All the modules have been applied in the commanding system. Making use of the destructive situation of reservoir and power stations during the Wenchuan earthquake, the method is verified to be dependable and accurate.
