In the process of earthquake disaster reduction, the Chinese government responded quickly. The people-oriented actions, information transparency and the collaborative response were commendable. The results were remarkable international acclaim. It can thus be seen, along with rapid economic development, our government's emergency capacity has made significant progress. At the same time, the problems were very prominent. Response-level of emergency plan was not corresponding at the first time, communication system was vulnerable, the report of disaster details has lagged, consulting experts in the emergency decision-making joined too late, emergency shelter and emergency supplies are not enough and inadequate reserve, disaster insurance was lack, and so on.How to solve the shortcomings? Assessment of emergency response capability is the key. Developing a comprehensive assessment of emergency response capability is designed for our local people's governments at all levels to provide a general guideline to identify their level of emergency management.There are a series of studies on emergency response capability at home and aboard. A number of evaluation index systems are established. In comparison, the"comprehensive emergency capacity assessment index system"of China Academy of Safety Science and Technology include more common elements of emergency management. The index system has been applied in some cities` emergency capability assessment, and it is more exercisable.Earthquake disaster is considered the first natural disaster. It is unpredictable and destructive. Earthquake disaster emergency management has in common with others, but also have their own characteristics. The common elements of emergency management can be further confirmed through the studies of earthquake disaster emergency response capability. In addition, through the study of differences, the earthquake disaster emergency management features can be seized. It helps building targeted.In this paper, comparative method, literature analysis method, retrieval method of network resources and field research method are adopted. The contents and characteristics of earthquake disaster emergency management are summarized. The earthquake zone distribution, seismic fortification intensity, ground motion parameters and the national significant seismic monitoring and protection regions are extracted as criteria. In accordance with the principle of balance, collect in Beijing, Sichuan and other provinces and cities in 13 samples, cite"comprehensive emergency capacity assessment index system", study on earthquake disaster emergency response in line with the level of content, sum up the characteristics of the earthquake disaster emergency management, and study earthquake disaster comprehensive emergency response capability.Studies suggest that earthquake disaster emergency response capacity of our nation is in middle level. Emergency plans, basic guarantees and emergency response teams and other emergency management work needs to be improved. Basically, the indexes of"comprehensive emergency capacity assessment index system"can meet assessment requirements.
