According to the evaluation report from IPCC, the global weather is keeping on becoming warmer. Under this big circumstance, the occurrence frequency of world-wide extreme climate and weather event increases notably. The tsunami which hit Indonesia in Feb 2005 killed more than 230 thousand people, while the New Orleans city was almost submerged during the attack by hurricane Katrina in Aug the same year. In 2007, the hot weather killed dozens of people in the summer of Europe, what's more, in China, an abnormal snowstorm and cold weather killed more than 100 people and billions of economical loss was also caused in this disaster in 2008. The intensity of meteorological disaster and the damage to the world economy increased so evidently, which made a huge threat to people's lives and property especially. Affronted by the evil natural disaster, all the social corresponding departments should unite and fight together. The emphasis and difficulty in the current resisting disaster and rescuing people task is how to communicate and coordinate effectively among different departments. It's very essential for meteorological department, the vitally important department in the meteorological disaster emergency system, to establish a united platform and command center for the information released by all different units, which fully based on the present forecast system and relied on modem equipments. Through this platform, the aero amphibious observation network advantage set up for years can exert, while the latest disaster observation data and forecast information can be used as reference. Unreasoning actions induced by slack information should be definitely avoided, which may also result in weakening ability of resisting disaster and missing the best opportunity for rescuing people. In order to ensure the safety of national economy and people's property, we should decrease the loss as much as possible before meteorological disaster and its derived disaster come.This thesis takes the case analysis method into application, and emphasizes the illustration of Suzhou meteorological department's research in meteorological disaster emergency commanding and supporting system. The research conclusion in this thesis, which has not only strong theoretic significance but practical application value, can be used as a reference for the construction of meteorological disaster emergency system in other meteorological departments all over the country and even for the national meteorological department.
