National economy not only studies the operation of economy,but also pays more attention to the relationship among economy,society and environment.As a country with frequent natural disasters,the property safety and personal safety of residents has always been threatened by disasters.The study on disaster prevention and reduction plays a very important role in the healthy and sustained operation of the national economy.As the most destructive and unpredictable disaster,earthquakes cause the massive casualties,property losses and environmental disasters,which have always been severe concerns.Effective earthquake emergency management will reduce disaster losses and reduce casualties.As an important subject of earthquake emergency management,the community residents how to respond to disasters is an issue we are concerned about.By studying residents' behavioral responses and analyzing the factors influencing their behavior,we are able to popularize emergency education and formulate relevant emergency policies and plans important practical significance.Based on the assumption of "rational economic man",enterprises will not choose the more cost-effective equipment for disaster prevention and mitigation in the production process,and residents will not take the initiative to choose products that have disaster prevention and mitigation functions like disaster insurance.The government may use performance appraisal to arrange disaster reduction and disaster prevention work.Even though families are aware of the need for disaster prevention and mitigation,they actually do very little to prepare for disaster preparedness and mitigation.However,the cost of disaster-resistant household items is higher than that of ordinary products and learning about disaster prevention and mitigation knowledge requires energy,thus residents are not motivated to take part in disaster prevention and mitigation activities.Most of current researches focus on pre-disaster preparation and post-disaster recovery,and researches on emergency response behavior in the disaster are obviously insufficient.The impact of various natural disasters depends not only on the intensity of disasters,but also on the awareness of disaster prevention and mitigation and the countermeasures taken by the people in the affected areas.Previous studies have found that gender,earthquake intensity,risk perception,earthquake experience,participated in the earthquake drill or not have an impact on people's behavior when the earthquake occurs.Common behaviors during the earthquake include evasion,seeking information,helping others,protecting property,escaping buildings,staying in residence and so on.Firstly,this paper makes a statistical analysis of the survey data to understand the emergency response of residents.Secondly comprehensively in this paper,research purpose and the data characteristics,build appropriate explanatory variables,select relevant control variables,by using the experience of existing literature and establish Logistic model to examine which factors influence the correctness of the residents' response at the time of earthquake.Through the empirical study we find that whether reading emergency-response related periodicals and survival manuals which are issued by government departments has an important influence on appropriate behaviors.Compared to residents' exposure to education,the amount of information received by residents has a significant impact on the ability to respond correctly in the earthquakes.The existence of cognitive restriction means people respond to the crisis according to their existing knowledge and information.In the face of earthquake disaster,people are finitely rational.It can be seen that earthquake-related knowledge and mitigation skills are very important in disaster prevention and mitigation.According to the requirements of disaster prevention and mitigation of the national economy,this article proposes some suggestions for government,enterprises and community residents to minimize losses.The government can corporate with enterprises and residents to make propagandize and training cheaper.This paper is innovative in enriching the literature about residents' behaviors in the earthquake disaster emergency,and making breakthrough in the traditional economics theory analysis framework.The deficiency of this paper is that our questionnaire does not reflect the emotions of residents.And the behavior of residents in the earthquake disaster needs to be further enriched theoretically.
