Study On Government Administration Of Rural Co-operative Medical System

Since the pilot in2003, the new rural cooperative medical system (hereinafter referred to as NRCMS) has experienced a continuous improvement, and then NRCMS realized the comprehensive coverage, easing " difficult and expensive medical care " phenomenon, in rural areas at the end of2007. In China, however, NRCMS is the most complex system especially in terms of management principles and methods in countryside, coupled with the huge different economic, social and cultural development level. What is the real result of the implementation? What are the problems? How to improve? With these reflections, I selected some towns of Nanyang Wancheng district as a case to study, hoping to catch the eyeball in related academic field, so as to push NRCMS to the next stage.The paper selects a typical district as a case from actual development needs in Henan Provence, Based on the theory of Marx and GOV responsibility, it summarizes administration problems in the process of NRCMS’implementation and points out the approach to improve, through three angles such as government, hospital, involved farmers.First of all, the paper describes the value and method of this article, categorizing the research in related fields, depicting present study status quo, through four aspects such as NRCMS’nature, institutional change, management style and wish to join. Second, it describes the establishment and development of NRCMS, initially definition the content and features, analysis of its regulation, management, financing, supervising mechanism and future trends. The key part of this article is a field research of Wancheng district. A survey of four townships in four villages in90households according to the characteristics of economic development, data collection, questionnaire surveys and focus the form of interviews, ranging from basic condition, the participation, the prevalence of outpatient clinical utilization, the participation willingness to pay and NRCMS evaluation.Finally, the paper analyzes the NRCMS’implementation problems in Wancheng district through three different angles, and then gets a conclusion of poor system, construction, money razing and supervision, in terms of GOV responsibility. Combined with the actual situation of the existing social, propose improvement measures are divided into clear lines of responsibility, the adjustment mechanism, improve the system and supervision.
