Objective:Through the collection and description of related data about the revenue of operation of NRCMS, as well as the utilization of medical service, the paper analyzes the operation status of the NRCMS from2006to2010. Meantime, the paper infers whether the NRCMS can relieve the medical burden of rural residents. Above empirical analysis, the goal of this paper is to provide the basis of decision-making for the improvement of NRCMS, especially for its sustainable development.Method:Data was collected by conducting survey in a county. It included in-patient medical expense, reimbursement of medical service and other related information. And the SPSS17.0was used to analyze the data.Results:The number of NRCMS participants is increasing yearly.The participation rate had been close to100%in2010.The account of NRCMS funds had increased from35.66million RMB in2007to104.277million RMB in2010.The inpatient cost per capita was3832RMB in2010; The number of inpatients was increasing gradually; The reimbursement rate of inpatient medical cost was24%in2006, and it increased to40%in2010.. The reimbursement rate of township health centers had reached51%in2009; the gap between getting reimbursement and paying for of inpatient expenses had been narrowed; The rate of OOP expenditure to net income was nearly46%, and the rate became less than20%in2010; The NRCMS relieved financial burden of farmers in deed. Payers were in line with the policy on the whole, except for some individuals who were not eligible to obtain the compensation; The payment according to disease was needed to improve, and the animal bites should have belonged to the public health projects.The service delivery capacity of health organization in county and township had been improved. Inter-fundbalances had been increased. However, the share of drugs cost in township hospitals was still high. Conclusions:The NRCMS funds can be reached timely and adequately. The funds provide assurance for the continuous development of the NRCMS. The fund balances are instability. Hence, the government of funds needs be strengthen.The farmers’ burden of disease has realized since the operation of the NRCMS. However it still need to control the medical cost.The NRCMS package can guide medical care in whole, and reasonable diversion, but the disease paid for still need development.The time to get reimbursement has decreased. However, the method can still be improved.Suggestions:First, it is needed to maintain the growth of the NRCMS funds steady and promote the legalization process of fund management. Second, it should improve the rationality of the design of the NRCMS, and give due consideration to the disease classification and seriousness. The awareness of the patient’s cost-sharing need enhance, to promote reasonable use of health resources. Third, continue to increase investment in basic level organizations, and give full play to the role of primary health care institutions. Forth, it’s time to establish the co-ordinate network information platform, to insure the NRCMS participants get deduction in time.
