Study On The Government Responsibility In Rural Basic Medical Security In Babu District Of Hezhou City

As a protection mechanism for farmers' basic rights and interests in life and health,rural medical security system is a public service related to the people's livelihood of the country and an important part of building a harmonious society and a beautiful countryside in China.In China,the distribution of medical resources is unbalanced between urban and rural areas and among different regions.Health care for its own quasi-public product attributes,completely by the dominant market tends to result in medical resources supply failure,therefore,the government should bear the primary responsibility for rural health care,which requires the government to strengthen the implementation of its own responsibility,establish structure optimization,with responsibility and effective supervision of the administrative system,to better promote our country health care,especially the process of rural medical security system.It is the basic requirement and the basic responsibility of every government to build a medical security system with both fairness and efficiency,so that everyone can enjoy equal medical treatment.The agricultural population in Babu district of Hezhou city accounts for 85% of the total population.However,there are a series of problems in rural medical security,such as insufficient financial input,insufficient publicity and guidance,and unreasonable allocation of health resources.Therefore,it is urgent for the local government to take measures to improve the current situation.Taking Babu district of Hezhou city as an example,this paper studies the government responsibility in rural medical security,which can not only provide theoretical basis for further promoting the introduction of relevant policies,but also help the government to position and implement its responsibility in China's rural medical security.Therefore,it is ofgreat practical significance to study the government responsibility in eight-step rural medical security.In this paper,Babu district of Hezhou area of rural medical security research,first elaborated the paper research background and significance,proposed why study of government responsibility in the rural medical security,and then sums up the related literature at home and abroad,and sums up the relevant data and empirical research,on the basis of the integrated use of literature research,empirical analysis and other research methods,the Babu district of Hezhou government responsibility to perform the study in the area of rural medical security,to promote Hezhou Babu district optimization in the performance of the responsibility of the rural medical security,is conducive to the improvement of the rural medical security system and development.Secondly,the paper defines the concepts of government responsibility and rural medical security,focusing on the government responsibility,rural medical security,social security and other theories,and positioning the government responsibility in medical security,which lays the foundation for this paper.Again,in view of Hezhou Babu district of government's achievements in the area of rural medical security,system operation and current situation of the government responsibility to perform the investigation and study,based on the analysis of Hezhou Babu district area after the fulfillment of the government's responsibilities in rural medical security of present situation,pointed out that in the process of the fulfillment of government responsibilities system design deficiencies,lack of fiscal responsibility,to strengthen supervision and management,publicity to guide the problem of inadequate,and from the government of bounded rationality and the concept of recognition,not enough local government financial income and low,lack of service consciousness and long-term publicity plan eight steps,including the district government in the cause of rural medical security issues to fulfill obligations.Finally,based on the analysis of the status quo of the eight step district government's responsibility fulfillment in rural medical security,this paper puts forward Suggestions to optimize the government's responsibility fulfillment in rural basic medical security.According to the view of the full text,this paper summarizes the theoretical basis of government responsibility in rural medical security,and puts forward four Suggestions to improve the situation of government accountability in rural medical security: clarifying the responsibility of government system design,strengthening theresponsibility of government supervision and management,improving policy and awareness guidance,and improving the responsibility of government financial input.The establishment and perfection of China's rural medical security is of decisive significance to the improvement of China's social security system and the overall level of social security.This paper studies the government responsibility in the rural medical security of eight-step area,that is,how to strengthen and improve the government responsibility,providing a theoretical basis for better implementation of the medical security system and overall planning of urban-rural integration development.
