Separation Of Management And Operation As An Opportunity To Promote The Public Hospital Management System Reform

Improve the public hospital management system, solve"medical treatment is difficult and expensive"problem, is the urgent task to improve the live-hood and people's well-being. The Party and government have attached great importance to this problem. In 2007,the report of the Seventeenth Party Congress pointed out that"we should explicit the welfare of the medical treatment, separate politics affairs, separate management from operation, separate medical from drug, separate the profit from the nonprofit"; In 2009, CPC central committee and the state council promulgated , the opinion point out"public hospital should insist the direction of welfare, actively explore the various forms of separation of management and operation, politics affairs division". CPC Central Committee and State Council's document point out the direction of public hospital reform. In order to reform the public hospital management, we should carry out the separation of management and operation, breaking the management and operation mingled system which begins from the planned economy system, adjusting the relationship among public hospitals with government department. Therefore, strengthening the research of public hospitals management reformation, has important theoretical and practical significance.In this paper, author analysis the quality of medical service, also analysis the nature of public hospitals welfare, reviewed the history of public hospitals management evolution, resolving the management system's present situation and problem, put forward the necessity to separate the management and operation; also summarized the experience of domestic public hospital reform experience, take example by developed countries and region's experience, put forward six policy suggestions about push public hospitals management system reform based on the separation of management and operation.
