On the one hand,overnment should take the resposibilities and obligations, expand the input andsupervision in medical fields, learn and use the successful experiences of othercountries in public hospitals management, actualize the system of professinal deansand discuss feasible avaluation of hospitals performance, for the public hosptialhaving no or less debt. On the other hand, public hospitals should implement thehealth policies seriously, which are established by government at all levels, as well asenhance the inner management. It’s necessary to keep a clear mind in the situation ofoperation on borrowings, which is caused mainly by insufficient investment ofgovernment, to manage the hospitals scientifically, which means hospitals ought tohave a specific purpose of liability first, and then definite the cordon according to theeconomic disciplines, technology situations, operation environment and local healthpolicies. At the same time, public hospitals are supposed to optimize the indebtedstructure and impose the control effectively to accomplish the aim of playing an activerole in health care as well as ensuring a stable, sustained and orderly development onthe premise of guaranteeing public hospitals’nonprofit publicity.
