With the rapid development in health and medical community in recent years, thescales of numerous public hospitals have been expanded, which expressed inhigh-frequency inducement of sophisticated equipment, multitudinous construction ofedifices, extremely fast update of facilities, and so on. However, the mushroomgrowth is followed by huger and huger debts that make operation on borrowings aprevalent phenomenon.In this article, there are both advantages and disadvantages of indebtedmanagement, and the latter outweight the former. Although the indebted managementdoes solve the problem of lack of funds, risks also exist. Once the indebtednesscouldn’t be figured out or even failed, it will damage the nonprofit publicity of healthand medical community and even the stabilization of whole society. The consequencemay run counter to the requirement of building a well-of society.The reasons for the debted management are manifold. Firstly, it is the deficienciesof government functions. Such as insufficient investment, supervision inability, lacksupport, no appropriate external environment for hospitals functioning properly, andso on. Secondly, there is no scientific operation system of hospitals inner management.As the widespread incorrect viewpoint of achievements for the development andevaluation to hospitals, and some problems of their inner management.Finally, based on the analysis, the author put forword some means andcountermeasures to handle the indebtness of pulic hospitals. On the one hand,overnment should take the resposibilities and obligations, expand the input andsupervision in medical fields, learn and use the successful experiences of othercountries in public hospitals management, actualize the system of professinal deansand discuss feasible avaluation of hospitals performance, for the public hosptialhaving no or less debt. On the other hand, public hospitals should implement thehealth policies seriously, which are established by government at all levels, as well asenhance the inner management. It’s necessary to keep a clear mind in the situation ofoperation on borrowings, which is caused mainly by insufficient investment ofgovernment, to manage the hospitals scientifically, which means hospitals ought tohave a specific purpose of liability first, and then definite the cordon according to theeconomic disciplines, technology situations, operation environment and local healthpolicies. At the same time, public hospitals are supposed to optimize the indebtedstructure and impose the control effectively to accomplish the aim of playing an activerole in health care as well as ensuring a stable, sustained and orderly development onthe premise of guaranteeing public hospitals’nonprofit publicity.
