On January2009, the State Council executive meeting approved the "Opinions onDeepening the Health Care Reform "and Implementation on Deepening the Health CareReform in2009-2010, afer that local implementation of the reform program have beenintroduced, Shanghai officially launched its health care reform program in May2011, fromwhich we know that optimizing the distribution of medical and health resources andrational allocation is the focus of the reform. The needs for integrating and coordinating therelations between economic development and social construction are in the process ofbuilding Shanghai into an international metropolis. In recent years, the economy has showngood momentum of development, the living standards markedly improved,which both putforward higher requirement for medical and health services, while it also provides theeconomic base in Shanghai. In the social context of rapid increase in medical servicedemands, how to distribute the regional medical and health resources effectively is anurgent issue to be solved.Combined with demographic changes, economic growth, and residents’ health,the paper analyse the rationality of medical and health resources allocation in Shanghai andits counties starting point from their status study. Learned from the input-output principleof Health Economic, combined the medical and health resources allocation with theirutilization, considered both horizontal and vertical dimensions, the paper using the methodof data envelopment analysis and further analyse the efficiency of medical and healthresources allocation in Shanghai from the input-output perspective. The value of allocationefficiency that obtained by the model estimates provide an analysis path about the regionalmedical and health reform. According to the above analysis, the study will find the issues and deficiencies and then propose the policy and recommendations for improving theresources allocation. The main contents of this paper include:(1) Analyse the background and significance of the study, then collect, collateand summarize the literature, identity ideas, contents and methods of the study.(2) Determine the connotation of medical and health resources allocation and therelated theoretical research, study the guidelines, principles, mechanisms and methods ofthe resources allocation, which provides the theoretical basis of rational allocation.(3) Analyse the medical and health resources allocation and utilization(4) Combine the medical and health resources allocation with its utilization,analyse the efficiency of medical and health resources allocation from the input-outputperspective.(5) Find the issues and deficiencies in medical and health resources allocation,and then propose the policy and recommendations for optimizing the allocation ofresources.(6) According to the foregoing theoretical analysis, status analysis, modelcalculations and found the issues and deficiencies, Optimiz medical and health resourcesallocation in specific ways, and ultimately form the policy and recommendations ofimproving medical and health resources allocation in Shanghai.The innovation of this paper: Learned from the input-output principle of HealthEconomic, using the data envelopment model, combining the medical and health resourcesallocation with its utilization to study the allocative efficiency, to optimize medical andhealth resources allocation providing a scientific quantitative analysis in Shanghai.
