| Objective This study analyzes the status quo of health resources of township hospitals in Guangxi Zhuang Autonomous Region,to understand the area of health resource allocation problems and the current efficiency of health services,so as to optimize the allocation of resources in Guangxi Zhuang Autonomous Region and promote the development of rural health work by providing a reference and policy recommendations.Methods A self-designed questionnaire was used to collecting the information of 62 counties township hospitals in Guangxi Zhuang Autonomous Region,inc luding human resources,fixed assets,housing construction,medical equipment,income and expenditure,the completion of the medical services and other information.The questionnaire filled out by the township hospitals was reported to the Guangxi Zhuang Autonomous Region Development and Reform Commission Department of medical reform office,then using SPSS17.0statistical analysis software for data sorting,summary,description and analysis.The content of statistical analys is inc ludes absolute,average,constituent ratio,growth rate calculation and trend mapping;Research methods include descriptive analys is,variance analys is,data envelopment analysismodel,etc.Results This study investigated 62 counties township hospitals in Guangxi,The results of the survey show that:(1)By the end of 2013,there were42employees in per township hospitals in Guangxi,the average annual growth rate was6.26%,the health professionals accounted for 78.57%of the total staff,other technical staff accounted for 9.52%,management staff accounted for2.38%,workers and service skills staff accounted for 9.52%,the proportion of health professionals and management staff failed to meet the national standards;health professionals is given priority to the youth,accounted for 97.88%;Educational Level is given priority to School of old technical secondary school,accounted for 91.22%;The title composition are mainly composed of primary title,accounting for 69.68%;(2)By the end of 2013,total assets of per township hospitals was 4.63 million Yuan,ten thousand yuan of above equipment number was 9,the housing construction area was 2125.00 m~2;(3)Form 2008 to 2013,average annual growth rates of gross income,drug income,medical income,finance and higher subsidies and total expenditure in per township hospitals were 27.58%,16.86%,20.10%,54.05%,13.60%and 26.27%,respectively;gross income is slightly larger than the total expenditure,the total accumulated surpluswas9.78 ten thousand Yuan form 2008 to 2013;(4)Clinic vis its increased year by year from 2008 to 2013,the average annual growth rate was8.34%,the average annual growth rate of outpatient vis its,emergency vis its,hospital vis its and discharges were 8.28%,9.49%,10.03%and 10.27%,respectively;(5)From the point of static efficiency,the effective proportion of DEA was 19.35%,the effective pure technical effic iency ratio was 45.16%,effective scale effic iency ratio was 20.97%,34 DMU in the state of increasing returns to scale,14 DMU in the state of decreasing returns to scale;From the point of dynamic efficiency,40.32%of DMU TFP index greater than 1 in 2013,From the observation period,TFP index in 2010 and 2012 were more than 1,2009,2011,2013 TFP index were less than 1.Conclusions(1)Health manpower resources was not reasonable,the proportion of health professionals was lower,the management staff was lacking,most of the health professionals were young and middle age,the“olive”of health personnel age structure conform to the trend of development.The qualifications of health personnel was mainly in old technical secondary,the overalleducation level was low,the title was given priority to primary title,the senior talents was lacking,and the proportion of titles was not reasonable.(2)The building area and Bus iness occupancy area of per township hospitals were below the national average,ten thousand Yuan of above equipment number of per township hospitals was lower than the national average.(3)Per Township hospitals total revenue rised form 2008 to 2013.Drug income proportion decreased,the proportion of finance and the higher subsidies were on the rise.The total income of per township hospitals was always slightly higher than the total expenditure in the nearly six years,the overall end meet,also had a slight surplus.(4)Clinic visits increased year by year form 2008 to 2013,and the fastest growth was in 2012,hospital visits declined between 2010 and 2011,and showed a trend of growth in 2012;(5)theoverall efficiency of 12 DMU was effective,Pure technical effic iency of 28 DMU was effective,scale effic iency of13 DMU was effective.From the point of view of returns to scale,the vast majority of township hospitals in the state of increasing scale in Guangxi,a small part of the township hospitals in the state of decreasing state;form the point of total factor productivity,the TFP index greater than 1 in 2010 and2012,TFP indexis higher than the previous year,enhancing or reducing the efficiency of health services mainly related to the technological progress. |
