Research On The Efficiency And Equity Of Medical And Health Resources Allocation In Guangdong Province

1 Purpose To understand the current situation of medical and health resources in Guangdong Province,analyze the efficiency and equity of medical and health resources allocation in Guangdong Province as well as the existing problems,and put forward targeted suggestions to provide reference for the allocation of medical and health resources in Guangdong Province.2 Methods Through the health statistics yearbook of China and Guangdong Province,the relevant data of medical and health resources in Guangdong Province were obtained,and descriptive analysis was made on the medical and health resources allocation and health services volume in Guangdong Province.Data envelopment analysis was made on the medical and health resources allocation efficiency in Guangdong Province from 2015 to 2019.Lorenz curve,Gini coefficient and Theil index were used to analyze the equity of medical and health resources in Guangdong Province from 2015 to 2019 according to the permanent resident population and geographical area.3 Results According to the allocation of medical and health resources in Guangdong Province,the number of institutions,the number of beds and the number of health technicians in Guangzhou are the most in Guangdong Province.From the regional point of view,the Pearl River Delta has the largest number of three health resources.The analysis of the allocation efficiency of medical and health resources in Guangdong Province shows that compared with other provinces,Guangdong is relatively effective during the five-year period from 2015 to 2019.However,the allocation efficiency analysis of 21 prefecture-level cities in Guangdong Province shows that the average comprehensive technical efficiency of the whole province is increasing year by year,indicating that the allocation efficiency of medical and health resources in the whole province is continuously improving.The analysis of the equity of medical and health resources allocation in Guangdong Province shows that the equity of medical and health resources distribution according to the permanent resident population is better than that according to geographical area.The contribution rates of Theil index within the Pearl River Delta region were mainly caused by the differences within the Pearl River Delta region.4 Conclusions The allocation efficiency of medical and health resources in Guangdong Province is relatively effective in terms of inter-provincial aspects and is in a good state,but at the same time there are the following problems:(1)Some medical and health resources in Guangdong Province are insufficient,and input and output do not match;(2)There is a large gap in the efficiency of resource allocation among regions in Guangdong Province,and the efficiency of allocation in some cities needs to be improved;(3)The fairness of the allocation of medical and health resources based on geographic area is poor,and there is more room for improvement;(4)The fairness of the Pearl River Delta needs to be strengthened.Therefore,it is necessary to improve the efficiency of medical and health resource allocation,scientifically increase the evaluation system of medical and health resource allocation efficiency,strengthen communication between cities,improve the equity of medical and health resources,and strengthen the construction of medical and health personnel.
