An Empirical Study On The Allocation Efficiency Of Medical And Health Resources In China

Since the start of the "Reform of medical and health system" in 2009,the State Council has issued the notice of deepening the work of medical reform annually,aiming to optimize the layout of medical and health resources and improve the allocation efficiency of medical and health resources.In the context of this policy,we take the medical and health resources of our country as the research object and the distributive efficiency of the medical and health resources as the research scope.On the basis of defining the attributes,efficiency evaluation criteria and evaluation methods of medical and health resources,we combined the macroscopic data with descriptive statistics,DEA efficiency analysis and multiple regression analysis.On the one hand,we analyzed longitudinally the development and distribution of medical and health resources allocation efficiency in recent 20 years,and grasped the allocation efficiency of medical and health resources from the national level.On the other hand,through the horizontal comparison between provinces in the same period,we analyze the factors that affect the allocation efficiency and efficiency of medical and health resources in different provinces,and try to evaluate the efficiency of medical and health resource allocation from the national level and the regional level.This study found that: In recent 20 years,the efficiency of allocation of medical and health resources in China is on the rise,but the gap between the inter provincial resource allocation efficiency is large.The efficiency of resource allocation in the eastern region is the highest,the west is second,and the middle is the lowest.There is a positive correlation between the allocation efficiency of medical and health resources and the population density,and a significant negative correlation with the density of medical institutions and the level of urbanization.In this regard,this paper proposes that,on the one hand,we should rationally distribute medical and health resources from the perspective of demand,implement regional health planning,establish regional medical centers,change the phenomenon of excessive concentration of medical resources,and improve the basic medical and health service system at the same time.On the other hand,from the perspective of investment,we should optimize the scale and input structure of resources input,and focus on strengthening the training of medical and health talents and the establishment of medical hardware facilities,so as to improve the quality of resources.
