Since the reform and open up, as the economy of Shandong Province has beendeveloping continuously and rapidly and people’s living standards have been improvedobviously, the health industry in Shandong Province has made significant progress.However, although the ability to provide health care has been enhanced, the levels ofenjoying basic health service among different groups have been showing increasingdifferences. The existing system of basic health service in Shandong Province hasincreasingly become unable to meet the requirements of the society members, which hasalso caused the non-equalization of basic health service to appear.Taking the theory of public goods as the theoretical basis, this article firstscientifically defines related concepts like basic health service, equalization and theequalization of basic health service. Aiming to achieve the equalization of basic healthservice in Shandong Province, this article then uses questionnaires to make researches andthe Theil index to calculate, analyzes the current situation of the equalization of basichealth service in Shandong Province based on data got by questionnaires and indexcalculation, identifies factors for constraining the realization of the equalization of basichealth service in Shandong Province and provides recommendations for solving problemsin the process of realizing the equalization of basic health service in Shandong Province.Perfecting government finance and tax system, planning the urban and rural developmentas a whole, establishing a unified system of basic health service and speeding up thetransformation of government functions, are vital to improving the level of the equalizationof basic health service in Shandong Province and the level of basic health service in ruralareas. Besides, they are also of great significance to protect basic health service demandsof poverty people and vulnerable groups and ensure the urban and rural people inShandong Province to enjoy equal and essential basic health service. Ultimately people’shealth levels will be improved and harmonious development situation of economy andsociety will be formed in Shandong Province.
