Doctor is a particular profession, the quality of clinicians plays a key part inthe service process of medical institutions and the level of regional medicalhealth care. With social development, advance in science and technology and thechanging of medical model, the comprehensive ability of doctors needs to beimproved. How to improve the competency and performance of clinicians is animportant issue of hospital management.To explore the clinician’s competency model and apply it to clinicalmanagement of human resources, we carried out this study and took ZhejiangProvince Jiaxing city as an example. The study was based on literature analysis,behavior event interview, checklist and psychometric methods. From the pointof competency, we used the method of quantitative research to build acompetence model of clinicians, and detected its application. The mainconclusions of the study were as follows:(1) The results of the Big Five Personality Test. The excellent cliniciansowned a high sense of responsibility and agreeableness. They were responsible, duteous, not perfunctory and humble. They trusted others and like to work withpeople. At the same time, they had low scores in neuroticism (the level ofsensitivity was in the middle), their emotions are stable and mature, and theycould cope with problems imperturbability.(2) The Competency Model of clinicians in Jiaxing. The excellentclinician’s competence model included12aspects, which is, the benchmarkcompetency model and the dictionary encoding of clinical competences. Theexcellent model of clinical competence concluded achievement orientation,influence, specialized skill, innovation, relationship building, attention to detail,professional dedication, strain capacity, problem-solving ability, informationliterature and perseverance and go-aheadism. The benchmark competence modelincluded11aspects, which is, concern about the quality and order, serviceawareness, communication skills, basic medicine knowledge, clinicaldecision-making ability, team spirit, learning ability, responsibility, professionalethics, physical and mental health and love.(3) we found in the study many incompetences of clinicians in Jiaxing,which include lack of solid professional skills, qualifications, divorce betweenprofessional title and ability, lack of professional dedication, little of passion forwork, lack of humanistic medical practice skills, poor communication andcollaboration, lack of clinical thinking ability, ability to improvise instantly, thestatus quo, and innovative spirit. Main factors contributed to the phenomenonwere defects in title assessment system, a rigid selection mechanism, lack of job analysis, ineffective training, unsound incentive mechanisms and the defect ofmanagement structure for public hospital.(4) From model built in the study, to improve the level of clinicalcompetence in Jiaxing, we commend to send competency-based job analysis ofclinicians, to enhance clinicians selection mechanism through theimplementation of behavior incidents interview, psychological test andintegrative use of evaluation technology, to establish specialist training system,to improve clinician ability through the construction of competence-basedclinician training and development system, to enhance the hospital humanresources management through the implementation of competence-basedperformance evaluation and Press ahead with the system reform of the Publichospital to perfect the operation environment of clinicians.In a word, the study had provided empirical research foundation to clinicianselections, training and assessment, clinician competence standards andqualification, medical education, as well as doctor career planning, and the studyhad important value of application.
