PurposeThe hospital human resources planning is based on the hospital's strategic development and the internal and external change of the organization.It analyzes the number,structure,distribution,and status of human resources in hospital to predict the future demand for human resources and ensure the healthy development of hospitals.The process mainly includes personnel planning,structure planning,and quality planning.The human resources of the hospital mainly include health technicians(image technicians,test technicians,pharmacists,registered nurses,practicing assistants,physicians,etc.)5 managers,and workers and service technicians.As the core human resources of the hospital,the clinician is also the most important part of the health technicians,who is crucial for the hospital's human resources planning.The proportion between clinician and nurse,health technicians and managers,health technicians and workers,which are depend on the number of clinical staff.For a long time,the human resources planning of hospitals in our country has been determined according to the staffing standards policies formulated by the health department.With the rapid development of the market economy,these standards have not been able to adapt to the current hospital's development.In July 2017,the General Office of the State Council issued the "Guiding Opinions on Establishing a Modern Hospital Management System," and put forward to improve the human resources management in hospitals and the scientific management level of hospitals.The application of competency in companies' provides new ideas and methods for hospital human resources planning.MethodIn this study,a Maternal and Child Health Hospital was taken to conduct the human resource planning.The clinicians in the hospital are the object of research.Based on the utilization of the hospital's medical services in the past six years,using the gray system prediction method to predict the clinician's demand in the next three years.Based on the flow of clinician in the past six years,using the Markov model to make predictions on the supply of clinicians in the next three years.Based on the "Chinese clinician competency model'”,analyzing the clinical competency in the hospital and comparing the differences of the competency about doctors in different ranks.At the same time,the Markov model was used to the supply of competency for clinicians.ContentThis study describes current methods and tools used in human resources planning,and the current application of competency research in the field of health care.This study provide new ideas for current hospital human resources management.First,from the point of the number of clinicians for the hospital,establishing a scientific gray prediction and analysis system.Second,based on the current human resources changes in the hospital,establishing a Markov probability matrix for future clinicians.Third,carrying out an inventory of the status of clinical competency and analyze the differences in the distribution of competency among doctors in different ranks.At the same time,predicting the flow of the competency elements.This study will inclu.de quantity planning,quality planning,and structure analyzing.The planning is integrated with overall planning to find the gap between the planning and the status quo,to optimize the planning work of the hospital.ResultBased on the prediction of the utilization of medical services in this hospital(the number of outpatient,actual occupancy days of bed),this study predicted that the number of required clinicians in the hospital from 2018 to 2020 was 149,154,160.Establishing Markov's mobility probability matrix,inferring that the number of internal supply of clinicians in the hospital during the period of 2018-2020 was 126,110,and 96.This study also analyzes the competency of 144 clinicians in the hospital;include Clinical Skills and Patient Care,Preventive Disease and Health Promotion,Interpersonal and Communication Skills,Medical knowledge and Lifelong Learning,Research Skills,Team Working Skills,Core Values and Professionalism.From the eight competency dimensions,analyzing the status of the competency of clinicians,and using the criterion of each competency dimension to calculate the respective competences,and the Markov model is used to analyze the flow of competency elements.This will provide a reference for the future human resources planning of the hospital.ConclusionThis study explores the new way of human resource planning in hospital human resources management,introduces the human resources planning method in the enterprise,and combines it with the clinician's competency model to carry out quantitative analysis,quality analysis,and structural analysis systematically and put forward planning suggestions.This study adopts a scientific method to carry out hospital human resource planning,which is a good guiding reference for improving the modern hospital management system in China.
