Study On The Scientific Research And Its Corresponding Strategy For34Third-grade Class A Hospitals Of Fujian Province Between The Year2001and2010

Third-grade class A hospitals undertake three tasks-medical service, scientificresearch and teaching. Among which,medical service is the core work, teaching is thebasic work while scientific research is the motivation for third-grade class Ahospitals’ continuous development and also an important symbol of their medicaland academic level. In order to keep sustainable development, those hospitals mustpromote their general competence through scientific and technologic improvementand innovation.“Opinions of the CPC Central Committee and the State Council onDeepening the Health Care Reform” clearly claims that we should build up scientificand technologic innovation mechanism and talent assurance mechanism in order todeepen the health care system reform and promote the reform pilot of public hospitals.On the purpose of evaluating overall scientific level of such hospitals this thesisanalyze the scientific projects and the outcomes of34hospitals by using the methodof literature research and questionnaire, extracting advantages for scientific research,seeking their problems and coming up with corresponding strategy.Through investigation and statistic analysis of34hospitals in recent10years,we have built up complete scientific databases and have mastered the scientificresearch status of those hospitals in Fujian Province and have analyzed theachievements we acquired as well as the problems still existing. The achievementsincludes the continuous increase of the amount of scientific projects, research funds,paper, the rewards for scientific achievements and patents where the comprehensiveability for scientific research is enhanced. The problems are as follows: weak platformfor scientific research backup, limited ability for undertaking grant projects, lack ofhigh-level scientific achievements and imbalanced development of scientific researchamong those34hospitals. According to the reality of Fujian Province, some suggestions are coming upwith so as to improve the scientific research. First: deepen understanding. Assure thestrategic position of medical research in the “Early and Pilot Implementation policy”.Second: increase scientific research funds and build up diversified input system andmotivation mechanism. Third: formulate and implement discipline plan. Forth:thinkhighly of discipline intersection and permeating. Fifth: establish scientific researchplatform and promote scientific and technologic innovation. Sixth: wisely applyfavorable policies. Introducing and cultivating high-level medical talents. Seventh:integration of resources, give full play to the government, academic group in scienceand technology to tackle key problem jointly organization coordination role. Eighth:promote the communication and cooperation between Fujian and Taiwan.
