Investigation And Reseaech On The Status Quo Of Scientific Research Work In The Third-grade Class-A Hospitals Of Hunan Province

Objective: To understand the current situation of scientific research work in the third-grade class-A hospitals in Hunan Province,to explore the achievements and shortcomings in the scientific research work of the top three hospitals in our province,and to propose countermeasures for improvement.Provide reference for the improvement of scientific research management level in domestic hospitals,and provide decision-making basis for the formulation of provincial medical and health research plans,the selection of scientific research input and input,the comprehensive evaluation of input and output,and the revision and improvement of science and technology policies.Methods: First,use descriptive research to analyze the research data of 30 third-grade class-A hospitals in Hunan Province,and to understand the research funding,scientific research topics,scientific and technological output of these hospitals,and the resources of existing researchers and scientific research platforms in 2015-2017.The second is to use the current situation survey method to understand the research work experience of scientific research personnel in the third-grade class-A hospitals in the province,the understanding of the importance of scientific research and the factors affecting scientific research work.The analysis was performed using SPSS 20.0 statistical software,and the main use rate or composition ratio was statistically described.Results: 1.The research funding of 30 third-grade class-A hospitals in Hunan Province was mainly based on scientific research in the hospital.The proportion of local financial research investment was low,and the research investment was generally on the rise.In 2015-2017,the number of prefecture-level projects was the highest,with 921,followed by institute-level projects with 704,provincial and ministerial-level projects with a total of 516,and national-level projects with the least,only 84;published international and domestic scientific papers A total of 18,581 articles,published a total of 190 scientific and technological works,only 273 invention patents,only one patent for invention has been granted as a transfer license.As of July 15 th,2018,the number of doctors in the province’s existing researchers is only 1.91%;the title distribution is “pyramid”,and the senior titles account for 23.61%.The current research database has a total of 625.7TB,and there are 37 research laboratories of various types,including only 4 national key laboratories and only 7 provincial key laboratories.2.The number of scientific research personnel who have completed the project with “90% or more” is only 49.23%,and the completion rate of more than 50% of the projects is “90% or less”.3.Scientific research personnel mainly rely on financial allocation channels at all levels(a total of 73.74%)to obtain research funding.4.16.52% of the researchers believe that scientific research is the least important;54.09% of them carry out scientific research with the purpose of obtaining research funding,promotion of titles,and status of fame and fortune.Researchers are mainly lack of scientific research time(84.13%),their own level is limited(68.75%),difficult to declare(57.49%),no team cooperation(48.83%),insufficient research funding(35.15%),insufficient scientific research platform construction conditions(41.70%)and other obstacles.In terms of scientific research management and fund use,the most demanding is to simplify the accounting procedures and procedures(81.38%).Some of the respondents also have further refined the regulations on the management and use of funds(55.14%),and accelerated the progress of the accounts(53.12%).Increase the degree of management information(54.09%)and increase the demand for results incentives(66.80%).Conclusion: The achievements in the scientific research work of the third-grade class-A hospitals in our province mainly include:(1)the increasing support for scientific research input;(2)the number of scientific research projects increasing year by year;(3)the increasing number of scientific research output;(4)the scientific and technological support conditions Construction provides basic guarantees for scientific research.The main shortcomings are:(1)the lack of enthusiasm of scientific research personnel for active research;(2)the shortage of high-level scientific research talents;(3)the improper management and use of scientific research funds;(4)the level of scientific research projects is generally not high,national level The subject matter is relatively small;(5)the overall foundation of the scientific research platform is weak;(6)the degree of application of scientific and technological achievements is not high;(7)scientific researchers are faced with problems such as lack of time,limited ability and difficulty in applying for the subject.
