Energy is the material conditions of existence in the human society, and is the resource of economic development and social progress.It plays an irreplaceable role in social development, and it is very important to sustain economic growth as the consumption of energy increasing. Energy has become the lifeblood of economic development in China, with the industrialization, the urbanization and accelerating the development of global economic integration, the deepening of China energy security, environmental Protection and increasingly severe climate change, energy and more and more extensive concern of the whole society. The government is adjusted to improve energy policy, and adjust the energy structure, develop clean and renewable energy.Considering china’s condition which "rich in coal, poor in oil, lack of natural gas", the coal will be dominant in the market of one-time energy Production and consumption and will not change in a long-term. Moreover, with the growth way of coal industry economic changing and the coal’s use expanding, the strategic of coal will become more important, with the development of science and technology, coal as a traditional energy source will be full of vitality in the new framework of energy source.This paper detailed analyses the development trend of China’s energy consumption, coal production and consumer markets, the current situation of coal transportation of our country. Then analyses the main northern seaborne coal characteristics, it can be seen that Jinzhou Port coal throughput is greater influenced by the external market environment. In this paper, Jinzhou Port internal environment was analyzed for several Jinzhou Port in the construction of the coal wharf were introduced, and after the completion of the port capacity conducted a preliminary estimate, then this gray prediction model through the next few Jinzhou Port years of coal throughput was predicted and compared with its carrying capacity, the ability to get through the next few years to meet its conclusionsChapter five focuses on the rear of Jinzhou Port hinterland coal transport channels have been studied, the existing coal transportation railway line were analyzed according to the actual city and the site was constructed road network model, to solve the model has been optimized path and with the existing railway line for coal transportation comparison, the proposal put forward optimization of transport channels.
