Coal Transfer Terminal Project In Zhoushan Port Economic Research

Zhoushan Port is located in the middle of southeast china coast, which is to the south of Yangtze River's mouth. The place is at the outside of Hongzhou bay, and at the area that Yangtze River, Qiantang River and Yong River enter the sea. Behind Zhoushan Port, there are many big or media-sized cities such as Shanghai, Hangzhou, Ningbo, and also vast areas like Yangtze River delta and Yangtze valley. Zhoushan port has good economy, again which faces the Pacific Ocean, so it also has the geographical advantage; at the same time, Zhoushan port has the natural condition for constructing a better port. But the harbour plan of Zhoushan port is laggard, the waterfront use is unreasonable, the facilities in old port area are outdated, the technology is backward; as it is an island city, with no highway connection to the mainland, at present time, the harbour transportation is mainly depends on the waterway, which has restricted the Zhoushan port development to a suitable degree.Since Zhoushan itself has limited demand on the use of harbour, with its unique natural condition for constructing port, the superior geographical position, Zhoushan port should fully display its deep-water coastline superiority. From the present local harbour, it should develop into a relay port whose business will cross administrative areas, base East China, and face the whole country. It should become a multi-purpose comprehensive harbour which primarily dealing with the bulk cargo relay transportation, at the same time dealing with travelling, passenger transportation, fishery, shipbuilding and ship repairing, military and so on.Basing on the analysis of the present situation of Zhoushan port coal relay transportation and the coal transportation need of the economical centre, this article predicts the future port cargo throughput, using the combination forecast model, and argues on the technical feasibility and the concrete implementation plan for the Zhoushan port coal relay wharf construction. The article uses the main economic efficiency appraisal target to carry on the analysis and argument on the wharf construction economical feasibility, and on this basis, it has also carried on the analysis of the social benefit. The analysis shows that after the Zhoushan coal relay wharf has constructed, the economic efficiency is good. At last this article affirms the technical feasibility, the economical rationality for the coal relay wharf construction, which provides valuable references for the Zhoushan port development, thus causes Zhoushan port, this natural good port, to better display its function, and then to promote our country's harbour project development. Moreover the research results in this article not only may provide reference for the Zhoushan port authority to formulate harbour overall plan, also may provide the policy-making basis for relevant aspects who plan to invest in Zhoushan port.
