The Jinzhou Port is located in the north shore of Jinzhou Bay in the north-west of Bohai. It is the important port between Yingkou Port and Qinhuangdao Port, and the only first kind opening port in Western Liaoning coastline. The throughput of Jinzhou Port has exceeded 30 million tons untill 2007. As the developing of the port and the rapid growth of oil transportation, the density and the frequency of large oil tankers will increase significantly, and the risk of oil spilling will increase gradually. The study on risk prediction and evaluation of oil spill and port emergency management is particularly important.This article based on studying the nature of the port, water area condition and the sensitive area, studied the plan of oil terminal and the development trend of oil transportation. According to the characteristics of Jinzhou Port, the article recognized oil spilling risk in Jinzhou port, analyzed source of oil spilling pollution, influencing factor and the possibility of oil spilling. The paper used "oil particle" model to simulate wharf apron and sea-route oil spilling, and analyzed influence area and harm of oil spilling.According to actual situation of Jinzhou Port, the article put forward the countermeasure, emergency handling equipment and method about oil spilling on land, sea and ice-coverd water. This thesis anayzed the reaction ability of Jinzhou Port, and then advanced reaction procedures on different scale of oil spill. At last, it explaned "Shipping Pollution Emergency Plan of Jinzhou Port", and put forward the main problem and improvement recommendations.
