China has achieved tremendous success, since30years of initiating the reformsand open policy. However, at the same time, water environment pollution is becomingmore and more serious. Especially in recent years, with the adjustment of industrialstructure, the heavy chemical industry and fine chemical industry rising development,the situation of water environment pollution in our country is grim and complicated.The problem of water environment pollution has been a key factor of having a greatinfluence upon the national economy and the people’s livelihood and seriously hinderedthe sustainable development of our economy.Taking most vigorous measures against water environment pollution isconstruction of wastewater treatment plant. But with the increasing of wastewatertreatment at amazing speed, it has brought many new problems: project design beingscribble, excessive pursuit of speed in construction, more energy consumption and highoperation cost in production. So it is very important to improve quality control ofwastewater treatment project,Basing on optimizing quality control on sewage treatment project, taking thesewage treatment project of GD Power Northeast Environmental Protection Group asresearch site, We reviewed the management situation of Domestic and internationalwastewater treatment plant, analyzed the differences of management, discussed how toenhance quality control measures, studied the process of quality plan, analyzed themethods of effect evaluation and measures of quality improvement.Through introducing the management situation of domestic and internationalwastewater treatment plant, reviewing development history of quality management onwastewater treatment plant of GD power, we analyzed the problems of quality management. The results indicated that the factors of quality control are divided intoman, machine, material, method, measurement, environment. However, the priority ofeach phase is different. The most important factors in design phase is how to choiceprocess parameters. The key in construction is to improve quality of constructionworkers. Both technics of operation and management equipment in productiondetermined effluent quality standard and energy saving and consumption reducing ofwastewater treatment project.In order to improve quality management, we put forward quality plans ofwastewater treatment projects. Through setting specific quality control goals, we cancorrect the direction and carry out objectives of wastewater treatment projects. We canoptimize the allocation of resources by means of quality management plan. We canimprove management efficiency by establishing quality management system and doingclear division of responsibilities.We studied the application of ISO9001management system, PDCA cycle theory,the total quality management in wastewater treatment projects of GD Power NortheastEnvironmental Protection Group. The results indicated that it is pivotal and effective toenhance quality control and to improve management situation of wastewater treatmentprojects.We introduced expert evaluation method, economic analysis method,mathematical statistics method used in the quality evaluation of wastewater treatmentproject. Through studying application ofinformation technology, the total quality management and ISO9001managementsystem in quality management of wastewater treatment project, we found that GDPower Northeast Environmental Protection Group optimized its product quality, expanded its treated capability, bettered the effluent quality, improved customersatisfaction and created a good economic benefit and environmental benefit.
