For many years, our country has been emphasizing to implement the "importantproject, quality first" policy, which has played an important role to set up thedevelopment of the socialist market economy and opening wider to the outside world.As a socialist country, in order to give full play to the advantages of the system in ourcountry, many Chinese public welfare project is by the government come forward,through the use of taxpayer money for construction.This paper sewage treatment plant of Chengdong is the government publicfinancial investment of public welfare project. Because of the current situation of thedevelopment of national conditions, the Chinese government investment project has alot of problems, such as no perfect legal laws and regulations, no perfect regulationsystem, no clear accountability system, which makes a lot of government investmentprojects have serious problems. Through the review of the literature about thegovernment investment projects of the research papers and discussing the sewagetreatment problem papers, against the government investment project in the treatmentof quality control is very few articles.Based on the introduction of project quality management theory basis, throughthe government investment projects of stakeholders of this paper, the governmentinvestment of sewage treatment plant of Chengdong build up reasonable qualitycontrol system. I am of the government department personnel and participate in thesewage treatment plant of Chenggong set of project process. In the whole projectconstruction should consider its particularity, the difference between pure governmentinvestment and enterprise construction, the government investment of public welfareprojects under more to show fair, openning, active inviting media, and all circles ofthe society to supervise project experts, which make the project to the expected goal,achieve finally economic benefit and social benefit maximization. For the governmentinvestment projects, the government’s most important job is to clear goals andrequirements and construct project in the process of construction supervision and control, to find and solve problems, not only pay attention to the project and projectacceptance. As the government investment projects the government departmentsinvolved is more, but the present government departments responsibility divided notclear, so this paper argues that, first of all, the government department goals should beunited, between the rights and responsibilities distribution of responsibility should beclearly, try to be everything a person responsible for, and everyone has something toconsider.
