ObjectiveThis study aimed to the analysis of the achievements and the problems of experimental animalsby the status quo of experimental animals in Shanxi Province, proposed countermeasures based onthe reference for the experimental animals decision-making in Shanxi Province in order to promotethe quality of laboratory animals in Shanxi Province and improve the level of animal experiments inprogress.Objects of StudyThe research object of this study were:24units which were engaged in the experimental animalproduction and animal experiment and achieved experimental animal license and13units whichwere engaged in the experimental animal production and animal experiment but had not obtainedthe experimental animal use permit.Sources of InformationThe original data and information come from (1) the status quo research table about work onexperimental animals in Shanxi Province submitted by each experimental animal production and useunit and the last three years annual inspection summary;(2) the status quo research table about workon experimental animals in Shanxi Province submitted by each experimental animal production anduse units which had not obtained the experimental animal use permit;(3) The data through the fieldinvestigation.MethodsResearch methods included: Questionnaires, literature study, on-site research method, a varietyof research in the form of access to experimental animals website, telephone and E-mail consultation.ResultsWork on experimental animals in Shanxi Province has made a lot of achievements, including:Experimental animal permit system has been further implemented; The quality oflaboratory animal and the level of animal experiment has greatly increased; Public service platformof experimental animal and experimental animal information network construction andimprovement of preliminary. At the same time there were some problems, including: Theimportance of the experimental animals did not attract enough attention; Regulatory system was notperfect, low degree of legalization of experimental animals; Experimental animals permit system incolleges, universities and medical institutions was not been implemented; The supervisory system oflaboratory animal license was not perfect; The running mechanism of Laboratory AnimalCommittee of the licensing unit is not perfect; Experimental animal production can not fully meetthe needs of the pharmaceutical and life science research; The degree of standardization oflaboratory animals and animal experiments was relatively low; Laboratory animal facility layoutwas unreasonable, and there a low utilization rate and a waste of resources; experimental animals;The training mothods on employees lack of variety and the coverage of trainees is not enough, notachieve the desired training effect.ConclusionIn order to promote the development of the experimental animals in Shanxi Province, we canlearn from the successful experience of the experimental animals at home and abroad, starting fromthe actual situation of Shanxi Province.We propose the following suggestions and opinions: Toincrease the advertion on the importance of the work on experimental animals,to arouse the attentionand support of the cause of society as a whole; To strengthen the legal management of the ShanxiProvince in experimental animals in research project management to implement the "experimentalanimals Permit Management Regulations (Trial)", in science and technology to strengthen theexperimental animal conditions to audit planning and management of scientific and technologicalachievements; To promote the licensing system of universities and medical institutions and ensurebio-safety and quality of animal experiments; To combinate the experimental animal annualinspection and on-site pumping, enhance the license supervision and inspection; To establish andimprove the operational mechanisms of Experimental Animal Management Committee in eachexperimental animal licensing unit; To add to experimental animal species, strain, set up theproduction base for experimental rabbits; To accelerate the promotion of standardization oflaboratory animals and animal experiments; The experts should be actively involved in animaltesting facilities construction demonstration; To integrate limited resources, and establish publicservice platform of a regional laboratory animals; To fully mobilize the initiative of the experimental animal practitioners; To change training mode of experimental animal employees andto expand the training range to improve the training quality.
