The paper aimed at problems existing in implementation of collective consultation on wages in Hebei province, take use of Theory Analysis Method, Interviews, Case Study Method and Quantitative Analysis and so on to analysing the collective consultation on wages. First of all, research the status of collective consultation on wages at home and abroad; Secondly, analysis the situation of collective consultation on wages of Enterprise of Hebei province systematically, including the emergence and development process, the work situation, the conclusion of the three main achievements and five existing problems; Thirdly, research the successful case about collective negotiation on wages of Jin Yuan Chemical Co in Hebei,and found out 7 successful factors leading to its achievement. Summerised the premise conditions of collective consultation on wages. Based on this, combined with the design basis of collective consultation on wages, designed the main part, substance, preparation, Implementation of link, and Implement link of the collective wage consultation in Hebei province; In the end, aimed at the problems,put forward the implementation suggeses on collective consultation on wages, including use the therory of labor demand elasticity to direct collective wage consultation, assist the enterprises to complete the premise of collective wage consultation, improve the law, establish the system of information exposition,and stengthen propaganda, train in study, and the reformation and constuction in labour union.
