The Research On Cost Control Issues Of Highway Construction Project

China's highway is in the period of industrial expansion, the current highway, in general, still can not meet the needs of national economic development. In recent years, many factors continue to push the average construction costs, the contradiction between high construction costs and a shortage of construction fundsbecome increasingly prominent, and constitute a highway development bottleneck.In this context,researching theories and methods of cost control is an important subject of project management for owner company.The paper is In support of related theories including Project Management, Principal-agent, Life Cycle Cost and Earned Value Managcment etc. It describes the cost composition of highway construction project, features of controling.This paper presents the status of cost control, introduces the cost control units and departments involved, the legal environment, control activities, and main experience .There are some problems found by field survey in practice, for example, control points are not prominent, the organizational structure needs to be optimized, process control is fatigue, Life Cycle Cost is immature , Cost and schedule are uncoordinated. Then it analyzes the causes of these problems.On this basis, the paper puts forward a series of measures to strengthen cost control, these measures include:(1)The paper sorts out the general idea of highway construction project cost control, locates the Critical Control Points of project preparation phase, implementation phase and completion phase .(2)The paper designs organizational structure of cost control, under the guidance of principal-agent and right balance theories, sets decision-makers, executives, supervisory level and coordinating body,which are responsible for decision-making, implementation, monitoring and coordination of the whole process and life cycle cost control, so that they can provide good organizational guarantee for the company .(3)Under the Critical Control Points of three phase, it carries out the specific measures of whole process cost control.(4)The paper takes the project preparation, implementation, completion and operation phases as a continuum ,and then puts forward the basic ideas to control highway life cycle cost (.5)In the whole process and life cycle cost control activities, integrated optimizes the core elements like cost and schedule with the help of Earned Value , provides the specific method to coordinate them.Finally, this paper takes RC highway for example to introduces how to use the theory and method of cost control in practice.
