It is a critical issue for every highway construction enterprise that to maximize their profits in the project and ensure the sustainable development of the enterprise in the market economy. This article detailedly analyzed the cost management of every process of the highway engineering project by technological method and ideology of cost management in modern project management, such as cost forecast, cost plan, cost control and cost accounting. It is the best choice for highway construction enterprise that to do the cost management in the project by scientific method. Meanwhile, article made an optimized analysis on the cost management of highway project.Highway and Bridge of the North China Engineering co., LTD (short as HBNCE) is a company of engineering and construction which profited by highway and bridge construction, and its new business is finance lease of construction machinery. The company had got best qualification of subgrade engineering, pavement engineering, bridge construction contract, which was authorized by ministry of construction. The article aimed on issue of cost management in JH project of HBNCE, offered an optimum scheme for JH project, wished this scheme could reduce cost of JH project, increase operating benefit of corporate and market competitiveness. The article hoped that the enterprise would perfect its cost management method by the JH project, reduce the cost of waste because of the human factor, combine the duty right and interests of cost management, arouse the enthusiasm of every employee of cost management, innovate and perfect it by the physical truth happened during the implementation process.The article included five chapters. Chapter one was introduction, which introduced background and research method of the article, and concluded the research of national and international highway project cost management. Chapter two was the theory study of construction enterprise project cost management. It elaborated the concept of cost management and the frame of cost control management, and then proposed cost management applying in the construction enterprise. Chapter three introduced the background of JH project and analyzed the cost of JH project process control, elaborated the current situation of cost management of three processes. They were the preliminary planning, during the period of construction and ending period. Chapter four was optimum scheme of the JH project cost management, which put forward not only cost control management, but also optimum scheme of cost control and security system. Chapter five was the analysis of the implementation of cost control optimization scheme. It evaluated the scheme to analyze the possible risk factor of cost control management process, provided a strategy for the risk management in the scheme. Finally, summarize the article.
