The Study Of The Issues Of Rural Land Circulation In XinChang Town

Rural Land Circulation has been the key and hot point of academic concerns, but few studies are taken of land circulation in small towns. From a practical point of view, land circulation of small towns is conducive to the optimal allocation of land resources, to promoting the development of agricultural economies of scale, to strategy promoting of small towns, which achieves the transfer of rural surplus labor force, to optimizing the industrial structure in rural areas, which promotes the increase of farmers’income. Thus, in the context of a harmonious society and nre rural construction, we should take some positive measures to accelerate the land transfer of small towns.At current stage, circulation market of rural land contract management rights have been initial development. The scale and speed of land circulation have improved greatly than before, but the overall point view is still not active. Thus we take the JiaJiang new field town for an example, study the land circulation of LeShan small towns and choose a strategy that suited to the development status of small towns in LeShan City, which has an important significance in the current stage.This article has combed through the relevant literature and define the relevant concepts and the main form of rural land circulation. It analyzes the theoretical basis of this study——the theory of land property tights, the theory of land market and the theory of land rent premium and the significance of rural land circulaton. Based on site visits, questionnaires and intervies, we analyze the status of new town rural land circulation and farmers cognitive behavior, trying to use case studies to explore the status of land circulation and development of small towns in LeShan City. Based on the research and analysis above, we put forward the countermeasures of speeding up the rural land circulation of small towns in LeShan City.The study results show that, first, the rural land circulation of new field town in JiaJiang has five characteristics:the number and scale increasing of land circulation, various forms of circulation, diversification of circulation, market-oriented features of circulation beginning to show and the multi-channels of land circulation. Current circulation has some major issues such as:land use is changed, the circulation process is not standardized, the flow of information and delivery channels are sluggish and the circulation of the existence of the subject must recognize deviations. Second, most of the residents of the new town recognize the land circulation and understanding of relevant policies, they have a better understanding of the local land circulation, they think the current phase of the local land circulation is mainly spontaneous and government should play a more active role. The majority of the survey is willing and active participation in the land circulation. They think the main factors affecting the land circulation decision is income, employment and security issues, and that local land circulation income is not reasonable to maintain family life. Third, based on the results of the above research and analysis, we propose some suggestions to speed up the small town of LeShan City, such as promoting the construction of "Urbanization and Industrialization", transferring of surplus labor, strengthening the construction of related infrastructure, improving the rural land circulation market, promoting the development model of modern agriculture, building multi-level rural social security system.
