Multiply management enterprise of Electric Power (MMEP) derived from environment of reform in special macro economy of China through more than 20 years'development,looking from its quantity,scale and management area. Multiply management is independent of electric enterprise,and has some specialty in management,and exists in market economy now. Currently with the deepening constantly of system reform of electric power,MMEP has to enter the perfect competition stage from the monopolistic competition stage. Setting up the development strategies to meet the market seems really important.The paper makes a study of the relevant theories of development strategy,and on this basis we started from Y Group's domestic and foreign management fundamental research, at the same time analyzed thoroughly the existence superiority and the inferiority, the opportunity and the challenge which faced after the enterprise. Then,we proposed Y Group's developmental strategy by utilizes the Core-competitiveness and SWOT analysis method, elaborated the Y Group are many after the enterprise management mission and the development direction, finally proposed the supporting strategy and the safeguard measures.
