At present, the civil blasting industry is experiencing significant adjustments, civil blasting enterprises are facing the intense market competition, the government will fully support competitive enterprises, and promote integration and reorganization of disadvantaged businesses. In this great background, how to use scientific and reasonable human resource management to attract talents and encourage employees, thus, establish and consolidate the core competitiveness of the enterprise has important significance for the survival and development of civil blasting enterprises. As a result, to construct a set of performance evaluation system for meeting enterprise development demand is not only an indispensable important segment for enterprise performance management, but also an important means to improve the competitiveness of enterprises.On the basis of performance evaluation theory, according to the performance management situation questionnaire of Nanyang power civil blasting Co., LTD, this article analyzes the realistic situation of performance evaluation system for this company. In connection with the deficiencies of performance evaluation system, designing a set of performance evaluation index system. First, decompose enterprise strategic objectives hierarchically by means of key performance index method, and extract three dimensions of key performance indicators, that is company level,department level and staff level.Second, select indicators respectively from the financial, customer, internal business processes, learning and growth aspect by means of balanced scorecard method. Third, employee performance evaluation index is specifically divided into job performance, ability and attitude to study. Through Delphi method and AHP, determine the weight coefficient of indicators at all levels. At last, from five aspects it propose supporting measures in the implementation of performance evaluation system.
