With the pace of the reform of the management system of our government irrigation district, irrigation district WUA experience from scratch, from small to large development process. WUA for rural water management system provides effective management mode, and also to be the organization protection which improves the utilization efficiency of irrigation district water resources. However, the WUA faces engineering facilities are not matching, farmers’ participation is not positive, operation and management mechanisms are inadequate, publicity and training work is insufficient in the process of its development. Therefore, we need to timely grasp the development trends of WUA, find out the problem, clear direction of next improvement and measures, establish an effective performance evaluation system for performance evaluation of WUA in the irrigation district.This thesis uses the principal-agent theory, system management theory and performance evaluation theory thinking and methods, collect performance evaluation theory and practice research of WUA in the irrigation district at home and abroad, through field research and ask expert advice, on the performance evaluation system of WUA in the irrigation district has carried on the system research. Using the balanced scorecard method from work performance, customer service, internal management and learning and development four aspects explore a kind of performance evaluation indicators system of WUA in the irrigation district of combining financial and non-financial, qualitative and quantitative indicators, to overcome the evaluation of the past which focus on the association work performance and economic benefit and other "hard" indicators, to increase the evaluation of association participation, water supply service, publicity and training and the "soft" indicators, to fully reflect the work execution effect and long-term development ability of the association.Firstly, this thesis researches on the theory and current status of the performance evaluation of WUA in the irrigation district, elaborates domestic and foreign research present situation of the performance evaluation of WUA in the irrigation district, and carries on the review, introduces the related content of the performance evaluation of WUA in the irrigation district. Secondly, analyzes the present situation of the performance evaluation of WUA in the irrigation district, and its existing problems are elaborated. Then, using the balanced scorecard method from work performance, customer service, internal management and learning and development four aspects establishes performance evaluation indicators system of the association, and determines it four criteria layers, each criteria layer divides into several indicator layers, has altogether fifteen indicators, including five quantitative indicators and ten qualitative indicators. Finally, using the principle of fuzzy comprehensive evaluation put the performance evaluation divide into five degrees, combines with analytic hierarchy process to determine the index weight, build membership functions of the positive indicators, evaluates the performance of ten WUA in the Tieshan Irrigation District, according to maximum membership degree principle was adopted in the fuzzy vector to determine the membership grade of evaluation object, determines comprehensive grade of the performance of ten WUA in the Tieshan Irrigation District.
