| People pay attention to the role of Urbanization as an important process ofeconomic development and social progress in the process of rural development inChina. In the context of urbanization, Heilongjiang reclamation area is keeping up withthe central authorities of strategic deployment,"persisting in taking the road ofurbanization with Chinese characterstics", developting new rural construction anddevelopment of urban-rural integration project, and vigorously developing informationtechnology in order to get into the information society. Because of its original nature,archives response accurately to the changes in Heilongjiang reclamation area over theyears, and according to their reference and voucher value, it is able to server thedevelopment of urbanization in Heilongjiang reclamation area. Therefore, archives alsohighlighted the importance of the work. With the development of electronics andinformation technology, it generated a large number of electronoc documents incity-building activities; national reform continued to develop in depth; governmentfunctions turn to the service-oriented; objects and environments of archivesmanagement in Heilongjiang reclamation area is becoming more and more complex,all of these are affecting original profile management tools and concepts ofHeilongjiang reclamation area. This paper aims to analyze the status of file work ofreclamation area, combined with the reality and social demands, as well as drawlessons from domestic and international relevant archives management experience andtechnology, focusing on the archives management mode of construction ofHeilongjiang reclamation area and on the improvement and innovation in theory,comprehensive entity archives, the digital archives construction and managementsystem, the combination of the two, and the importance of archives utilization servicefunction, in promotion of archives value, enhancing archives social status, the file will be practiced further into the city changes construction. In addition, by the analysis ofthe difference and the common between archives information management center andintegrated archives, it indicates that archives information management center are notsimple of archives reservoir digital, more is set government instruments archives,urban construction archives, medical health archives, school archives, and enterprisetechnology archive. There are many archives resources and it applicate the digitaltechnology. It is integrated archives information management center, and its systemreflected the changes of reclamation area from the points, lines and aspects.
