Library law and social inclusion are all important research contents of library science.Most of the previous research and analysis have discussed and analyzed the importance of library legislation and social inclusion respectively,but rarely involves the social inclusion in legislation.Therefore,the object of this paper focuses on the social inclusion in library legislation.Britain and the United States are the two countries in the world where the library industry is more developed,and its library legal system is of great maturity.In addition,the study of social inclusion concept in British and American library legislation has long existed and fully embodied in its library law.Based on the description of the legislative background and main content of British Public Library Law,including Public Library and Museum Law,Public Library Service Standard and Future Development Framework and the federal law of the America,namely The Library Services Act(LSA),The Library Services and Construction Act(LSCA)and The Library Services and Technology Act(LSTA),the paper highlights the concept of social inclusion in the legislation of the Anglo-American public library,including funds,the construction of resources and the public library of services in terms of public network,vulnerable groups and charging system.According to the above analysis,the paper aims to give enlightenment for the legislation of public libraries in China,highlighting the library belonging to the whole people,concerned about the vulnerable groups,ensuring the inter-library resources sharing in the form of laws,national legislation leading the development of the public library with regional legislation and taking into account the relevant laws and regulations of the library in order to enact a complete legal system.Therefore,to perfect the legislation of public libraries in our country,to embody the concept of social inclusion in legislation and to give full play to the social functions of our public libraries to eliminate social exclusion.
