As specific social organizations, libraries have been known as containers and stabilizers of social stability, and sacred lands which embody the ideal of mankind for freedom and equality. In the ring of this glory and the current complex social circumstances, how libraries shall guide work and provide service with a concept of generalized inclusiveness, has become an urgent problem to be solved.Based on real conditions of present society, this thesis analyzes the background to social exclusion, as well as its causes and current conditions. The thesis puts its emphasis on analysis of structures and causes of unprivileged groups who suffer from the social exclusion. Under the guidance of social inclusiveness as an integral concept, the thesis presents work guidance principles for libraries, which are to provide auxiliary service to the unprivileged and to avoid all kinds of social exclusion in politics, personality, identity, economy and so on. From the work guidance, the thesis also deduces service principles for libraries, which are equality, openness, convenience and satisfaction.
