As a media, because of its master with the social resource of communication, city newspaper isbelieved to have public nature in modern society. The comment is a possible form to show the publicnature. The public use the comment to express their views, attack the social phenomenon; the media useit to show its stand, and their social responsibility. The four production standards of the comment of theeditorial writers in The United States of America can well explain the public nature of the criticism,these are: for the readers service; to provide a forum to free exchange of public opinion; watch society;lead to reform.In China, the comment of city newspaper is prosperously developing, a civil society which cancultivate public rationality and increase public awareness of participation is rising, and these provide thesocial foundation for public comment. But due to the historical influence, the comment production ofthe city newspaper is lack of the true public, in some areas, extensive political thinking andmercantilism still lead the comment production, so the public nature of the comment production of thecity newspaper is a problem to be settled.This paper takes the comment edition from JiangNan Evening News as a case to study, throughparticipant observation, in-depth interviews and content analysis methods, to study its development, thecontent production process and the character of the comment edition, as well as its performance in thesignificant newsmakers. Through the research, this paper is trying to analysis its public nature. At thesame time, it is hoped to provide more reference in nowadays research and practice.
