This society is in an era of rapid development and strategic management issues have received unprecedented attention. Strategic management theory was introduced by a non-profit organization in the1960s. At the same time libraries were also acceded to Library Research and Practice. Library Strategic Studies in China began in the mid-1980s and a series of important results have been produced Until the late1990s, In recent years, along with economic development, there is a growing emphasis on the need for the culture. China also attaches great importance to cultural prosperity and development. This has brought unprecedented opportunities of development to the public libraries. The research to the strategic management of public libraries has entered a new phase.In this paper, we take the Capital Library as an example to study the strategic management of public libraries in the new era. This paper has made strategic position for the Capital Library by a comparative research to the development models of the libraries in foreign developed areas and the libraries in developed areas in China, and by an analysis of the external environment of political, economic, cultural, social, and legal and by the SWOT analysis of the Capital Library. This paper also proposes a Library strategic development model, on the basis of the model we made the strategic objectives with the implementation of the strategy of the Capital Library. This paper provides good advice and theoretical support for the future development of the Capital Library by the analysis of Organizational restructuring, the introduction of personnel and training, services and implementation of brand strategy, the implementation of the strategic alliance of libraries in Beijing area and the application of new technology in libraries.
