Traffic control mechanism is becoming one of the most promising researching areas in the development of intelligent Internet as the demanding of reliability from Internet Service Providers (ISPs) to provide SLA value-added service and differentiated services.The network traffic control mechanism adopted in Linux operating system queues the traffic in the output port based on the routing information. To balance precision and granularity of bandwidth division, improve unsatisfied throughput caused by using a single queue dispatching algorithm, This thesis presents and implements a new open source traffic control mechanism based on extendable strategic libraries for Linux operating system platform. The design of strategic libraries, which include three modules– the Strategic Storage Entity (SSE), the Error Rolling-back Monitoring Module (ERMM) and the Extendable Strategic Management Module (ESMM), adopts the idea of modularization and delamination.1. SSE defines the storage format for strategic elements including host, service, time and up/down direction directions.2. ERMM provides the consistence checking between strategic libraries and traffic control mechanism in Linux kernel.3. ESMM, which provides the adding and deleting algorithm for strategic management, is the key component of the whole mechanism to guarantee a reliable and extendable traffic control mechanism for massive services.In order to analyse the performance of the traffic control mechanism, the performance evaluation is carried out on the Linux platform (Linux 2.6.18) which runs in a PC loading NAPI module. A data package probe using a data-collection board based on network processor to provide an accurate data gathering without any impact on the network, is adopted to monitor all the traffic flows of the whole Intranet. In a 100Mbps internet this mechanism performs well, while a bottleneck of 400Mbps output occurs for the 1000Mbps in one way network. Two-way output is still under development. Based on the performance evaluation, this system providing an extendable and highly-manageable traffic control mechanism for the future development of Intelligent Internet, makes us easily manage the massive network resources.
