Research On The Construction And Verification Of Intelligence Process Model For Strategic Decision-making

Intelligence studies and intelligence work always emphasize supporting decision-making,and intelligence process is an important way to realize the function of intelligence supporting decision-making.Although most of the current intelligence processes are built to meet the needs of decision-making,the differences in the characteristics of intelligence needs in multiple types of decision-making are ignored,and the intelligence processes specifically for strategic decision support have not been paid attention to.Intelligence activity is an important part of strategic decision-making.The problems faced by strategic decision-making are unstructured,and its process is more non procedural.Moreover,strategic decision-making is also influenced by subjective factors such as limited rationality,intuition,politicization tendency of decision-makers,which requires that intelligence process should be flexible,open and efficient Sharing and sufficient iteration.This paper proposes an intelligence process model for strategic decision-making,trying to overcome the shortcomings of traditional intelligence process,solve the problems of weak pertinence and low application effectiveness of intelligence process in strategic decision support.On the basis of summarizing strategic decision-making,intelligence process and the relationship between intelligence and decision-making,this paper analyzes the relationship between strategic decision-making and strategic intelligence,establishes an intelligence process model serving strategic decision-making,and studies the application of intelligence process in the strategic decision-making of science and technology development.In the analysis of the relationship between strategic decision-making and strategic intelligence,this paper analyzes the basic characteristics of strategic decision-making from three aspects: the mode of strategic decision-making,the influencing factors in the process of strategic decision-making and the process of strategic decision-making.In order to match the characteristics of strategic decision-making,this paper analyzes the corresponding strategic intelligence,including the characteristics of strategic intelligence,strategic intelligence analysis and application framework for strategic decision-making,etc.In order to establish the intelligence process model,the connotation of five theories,such as system theory,value chain theory,information life cycle theory and strategic management theory,is analyzed in the research of intelligence process model,which takes serving for strategic decision-making as the task.Their application in revealing the intelligence process structure and element relationship is studied systematically.This paper analyzes the background of intelligence process construction from three aspects: the complexity of matching strategic decision-making and the objectivity of scientific decision-making.This background is the soil of intelligence process.It studies the ideological guidance of intelligence process construction from three aspects of sharing thought,iteration thought and knowledge equation theory,which provides basic ideas for designing the macro structure of intelligence process.It also studies the functions of each link.This paper studies the attributes of each link of intelligence process from three aspects: the comprehensiveness of energy,the coordination of the relationship between each link and the microcirculation within each link,which provides guidance for the composition of intelligence process elements and their relationship management.Based on the above research,an intelligence flow model is proposed,which is centered on scenario planning,and consists of demand management system,intelligence collection and analysis system,intelligence product system,intelligence transmission system and their internal microcirculation.Finally,taking the strategic decision of optimizing the development of science and technology as an example,the application of intelligence process is studied.The research focuses on five aspects: first,the intelligence problem in the development of science and technology in the new era;second,the scenario planning of "three runs coexisting"(following,parallel and leading);third,the intelligence analysis process and method for optimizing the strategic decision-making of science and technology;fourth,the intelligence system with leading function for the production of intelligence products;fifth,the think-tank transmission mode for intelligence products.Through the above application research,on the one hand,it verifies the rationality of the intelligence process established in this paper,on the other hand,it provides intelligence solutions for the strategic decision-making of science and technology development.
