With the rapid development of railway technology, the communication requirements of the railway sector is getting higher and higher, combining with the characteristics and needs of railway communication, a set of railway section optical fiber communication systems which is based on time division multiplexing technology has developed in our laboratory. The system is in order to achieve dispatch communication and for railway practitioners to contact with outside. The monitoring unit based on the system has the purpose of mastering the operation status of communication system and channel usage for managers to grasp the channel information, and distribute channels based on actual demand.Through the analysis of the demand for monitoring and management functions, the monitoring unit design fault detections, monitoring functions and user management functions. The fault detections have line fault detection and call column fault detection. The monitoring functions are mainly to understand the business that users are in and the usage of channel. The aim of user management is to adjust the use of channel with actual situations.The design of this article is divided into hardware and software, with the analysis of railway district optical fiber communication system, I designed the hardware circuit which has AN2131SC as the core. As an independent part of railway district communication system, the hardware part will complete the communication monitoring unit and computer, as well as monitoring unit and controller MCU of communication system. The software section contains firmware, drivers and PC applications, Combined with the USB interface communication protocol and the serial communication protocol, the firmware will complete the data transfer, the USB interface communication is used to respond the quests which are form the host computer, and the serial communication completes the data exchange between MCU and computer, the driver complete the identification of PC to USB peripheral, the application is the man-machine interface, with which users will realize the monitoring and management to communication system.
