Because of the rapid development of economic, there are more and more vehicles on the road, and the traffic accidents which occur on the railway-crossing by the reason of that the road vehicles and pedestrians all run to cross the railway-crossing when the train is coming are increasing. The effect of traditional video monitoring system to prevent railway-crossing accidents is being weakened day by day. To build an efficient, safe, low cost, convenient and flexible video monitoring system which can be used by remote network user become an urgent need according to the safety of railway-crossing. The development of embedded technology and streaming media technology bring a reliable solution for it.By reviewed the current situation and development of video monitoring technology and the requirement, this paper raise an embedded network video monitoring system scheme. This system which based on an ARM architecture processor S3C2440 achieves real-time video image capturing via an USB camera and H.264 compression, it establishes a B/S mode streaming media server and achieve the web- control on the camera PTZ. As the server of the monitoring systems is build by embedded device, and the Web browser is used for clients, it is of low cost, convenient and flexible.As this paper described, the Linux Kernel and bootloader are transplanted to the ARM hardware platform for building the embedded an embedded Linux OS on the ARM platform. Then based on the API of V4L2, real-time video capturing is completed. From the analysis and comparison, the x264 is used as the encoder of the video stream for H.264 compression. According to the actual requirements, some work is done for optimization to the x264 encoder. The protocols of RTP and RTCP is used to establish the video streaming server. The packetization based on RTP for the H.264 video stream is also used on the server. To deal with the connection requirement, the multi-threading technology is used. The web server GoAhead is transplanted to construct the embedded Web server. There is a implement for user on to login the authentication. Some GPIO interfaces of ARM is designed to connect the PTZ for a simply control, the remote users can use net page to control the camera pan through a browser. The basic requirement of video monitor is completed.
