In recent years, because disaster incident that are caused by food safety emerges endlessly, it become the social problem that concerns the national economy and the people's lives. It not only threats people's health and lives but also national economic development, politics and social stable etc. Food safety has become one of worldwide focus problems that the government and community care.The present situation of food safety of our country is very serious, Fake nearly occur everyday, the hidden danger of food safety exist in every stages of food production and circulation, in addition, there exist deficience and shotcomings in government regulation, and therefore effective food safety management required the involvement and cooperation of diverse. The development of non-government organizations (NGO) in China has witnessed the continuous growth of social forces, and many self-government bodies active in different fields. Non-government organization as a important subject of the public food safety management has many special social functions that diffrenent from government in pooling resources, professional capacity and efficiency in the organization. However, problems still exist in NGO, the effectiveness of NGO's function must to be enhanced.NGO and food safety is a big question for discussion. This paper has analyzed the function of NGO in food safety management through studying the food safety management theory and practice of domestic and international. This paper introduced the basic concept of NGO and food safety firstly. On the basis of the theoretical basis, It concluded that NGO is a necessary organization in food safety management. Finally, we summarized the present situation of function of NGO in food safety management in China, then put forward to some useful solutions. Hope that this paper can play certain reference role for the development of practice and theory of the food safety management and NGO.
