The Challenge And The Countermeasures That China's Internet Ruling Practice Faces

As a technology platform, the internet on the one hand, has greatly improved the right of information access, the discursive power and supervision power of the majority of Internet users; On the other hand, it has also become a new way for the party and the government to listen to the public opinions, to condense morale, and to implement supervision by public opinion and the administration accountability. Internet ruling has become into an important sign to measure the ruling party and government's ruling level.Facing the rapid social transformation and new media environment, China's Internet ruling has made great progress, but it still faces many challenges in practice. Briefly speaking, they are: (1) The openness of the network transmission increases the difficulty to manage news and information; (2) The "group psychology" mechanism of network spread is easy to detonate the focus of public opinion; (3) Lacking in Internet ruling ability; (4) The difficulty to control network behavior may tear the society; (5) Lacking in the laws of network governance leads to an increase of the network security risk.The scientific practice of internet ruling plays important role in the national socialist democratic process and the construction of harmonious society, as well as enhance the government's ability of administration. This paper points the six countermeasures through field investigation and literature survey, they are: (1) Perfecting related laws;(2) Enhancing the mind of internet ruling;(3) Advancing the social informatization and building healthy internet ecological;(4) Guarding against the crisis of internet public opinion and building the position of internet public opinion; (5) Protecting netizen's right of supervision; (6) Treating netizen's opinion rationally.
