In the 21st century, as a new-coming media, public opinion on the Internet has got rapid development. With the widespread application of the electronic techniques, public opinion has been combined with internet, fast spread among netizens consisting of one third of the population in recent China, formed broad field of public opinion, which affects modern politics, economy, society and culture thoroughly. On the one hand, public opinion on the internet provides the mass with the open platform, which relates the mass with the ruling party, alleviates the inner mental pressure of the mass; on the other hand, the occurrence and fast spreading of collective incidents of public opinion on the internet affects people's styles of life and mind, gradually makes the ruling party far away from the mass, reduces the public trust to grassroots governments, and results into great ruling pressure of grassroots governments. Under this condition, how to guide public opinion on the internet effectively, make the influence of it become positive factors of consolidating the ruling status of ruling party, moreover boost the democratized process of contemporary China. Above mentioned questions have been the magnificent agendas which are cared by both the theorists and the ruling authority.Recently, though the study on public opinion of the internet has been the focus of the theorists, study on how the public opinion on the internet affects the ruling party has not been deep explored. Therefore, this paper studies the influence of public opinion on the internet when it is spread, endeavors to analyze the ruling party's challenges resulted from its influence and the new need of transformation of the ruling party's ruling patterns.The paper puts evidently that public opinion on the internet has become one kind of the most characteristic opinion as the fourth media, and has brought deep affection on the practice of public administration of grassroots governments. With the case studies of Weng'an Incident in Guizhou province and Shishou Incident in Hubei province, the paper summarizes the measures and deficiencies taken by governments at the confrontation of public opinion on the internet, provides countermeasures and suggestions of guiding public opinion on the internet on the base of theoretical study of above deficiencies.
